of this Order, amending or substituted for any Act of either of
those Legislatures which applies or may be applied to Qatar,
shall, subject to the provisions of this Article, also apply to
Qatar. r J
(5) 1 he Court may construe any enactments in force in Qatar
under the provisions of this Article, with such alterations not
affecting the substance as may be necessary or proper to adapt
the same to the matter before the Court.
■ ( x ) The following enactments shall apply to Qatar as
it it were a British Colony or Possession but subject to the pro
visions of this Order and to the exceptions, adaptations, and
modifications specified in sub-Article (2) of this Article and
in Article 21 below: —
(i) The Admiralty Offences (Colonial) Acts, 1840 and
i86o.( a )
(ii) The Foreign Tribunals Evidence Act, 1856. ( b )
(iii) Ihe Evidence by Commission Acts, 1859 an d
1885*( c )
(iv) The British Law Ascertainment Act, 1859. ( d )
(v) The Foreign Law Ascertainment Act, 1861. ( e )
(yi) The Fugitive Offenders Act, 1881. ( f )
(vii) The Merchant Shipping Act, 1894, Part XIII.
(2) (i) References in any of the said Acts to the Governor
of a Colony or British Possession, to a Superior Court or
Supreme Court, and to a Magistrate or Justice of the Peace of
a Colony or British Possession shall be construed respectively
as references to the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. , the Chief Court and the
District Court.
(ii) With respect to the Fugitive Offenders Act, 1881: —
{a) The Act shall extend only to British subjects
{b) So much of the 4th and 5th sections of the said Act as
relates to sending a report of the issue of a warrant
together with the information or a copy thereof, or to
the sending of a certificate of committal and report of
a case, or to the information to be given by a Magis
trate to a fugitive shall be excepted, and in lieu of
such information the person acting as the Magistrate
shall inform the fugitive that in the British Possession
to which he may be conveyed he has the right to
apply for a writ of habeas corpus or other like
process.
(c) So much of the 6th section of the said Act as requires
the expiration of fifteen days before issue of warrant
shall be excepted.

The correspondence is mostly between officials at the Foreign Office, India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , Political Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , and the Government of India, Foreign and Political Department (later, External Affairs). The papers concern the discussion of the need for the order, its drafting, issue, and distribution, as well as its revision in 1939.

Correspondence with the Shaikh of Qatar, Abdullah bin Jassim Al Thani [Shaikh ‘Abdullāh bin Jāsim Āl Thānī], is also included and mostly relates to his wish for assurance of his jurisdiction over Muslim foreigners.
