57 .—( 1 ) If a person to whom this Order applies wilfully gives
false evidence in a proceeding before a Kuwait Tribunal, or in an
arbitration between a person to whom this Order applies, on the
one hand, and a person to whom this Order does not apply on the
other hand, he shall be guilty of an offence, and shall, on conviction,
he liable to he punished with imprisonment for a term which may
ej^nd to two months or with a fine which may extend to 1,000
rf^es, or with both.
( 2 ) Nothing in this/Article shall exempt a person from liability
under any other British Indian law to any other or higher punish
ment or penalty :
Provided that no person shall he punished twice for the same
offence.
Part VI.— Begistration.
58 . A register of British subjects shall be kept in the Political
Agency An office of the East India Company and, later, of the British Raj, headed by an agent. .
59 . Every British subject resident within the limits of this Order
shall, in the month of January of each year, be registered at the
Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. . A British subject arriving within the limits of
this Order shall apply for registration within one month after his
arrival provided that a person who fails to apply for or to obtain
registration within the time limited by this Article may be registered
at any time if he excuses his failure to the satisfaction of the
Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. .
60 . Where a person is in possession of a valid British passport,
the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. shall, on the first registration of any such
person, endorse on the passport without further fee than that pro
vided for in Article 63 a certificate of registration in such form as
may be prescribed by the Secretary of State. Where any such
person applies for the renewal of the registration and produces his
passport, the renewal of the registration shall, without further fee
than that provided for in Article 63 , be endorsed thereon.
61 . Every person, who has not previously been registered, apply
ing to be registered under this Order shall, unless excused by the
Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , attend personally for that purpose at the Political

who is registered under this Order may, if living with him, be
effected without their personal attendance being required, and pro
vided also that the registration of minors, being his relatives in
whatever degree, living with the head of a family who is registered
under this Order, may be effected without their personal attendance

Correspondence with the Shaikh of Qatar, Abdullah bin Jassim Al Thani [Shaikh ‘Abdullāh bin Jāsim Āl Thānī], is also included and mostly relates to his wish for assurance of his jurisdiction over Muslim foreigners.
