on the subject of the future arrangements for
juris* iction over foreigners in ( v atar* A copy of
this letter and Beckett’s note was sent privately to
F wle, a copy of whose reply I now enclose*
Paragraph 6 of his letter does not entirely
answer paragraph 5(h) of Rendel’s letter, hut it
seems clear that for practical purposes it will he
all right to depend on ’ he double exchange of letters
between Fowl© and the Sheikh, and not merely on the
si gle exchange of ay 11th.
As regards paragraph 7 of Fowle’s letter, the
objections to the term uslim foreigner' certainly
appear to he fa mid able, and personally I should have
thought that there might be some thing to he said for
