I have read through these papers and the position,
as it appears to me, is as follows. At the moment, as a
matter of strict law, it would he difficult to establish
that the Sheikh of Qatar has not jurisdiction over all
persons in his territories, whether British subjects, other
foreigners or otherwise. We propose, however, to obtain
from him a grant of jurisdiction. The grant will take
the form of letters exchanged with the
political resident
A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency.

Then having acquired our jurisdiction from the Sheikh, we
shall have to make provision for its exercise and this means

contemplated we shall acquire under the exchange of letters
with the Sheikh is as follows. His Majesty will have
jurisdiction in Qatar over all British subjects, all British
protected persons other than the natives of Koweit, Bahrein
and the Sheikhs of the
Trucial Coast

and of course Qatar
subjects themselves, who are, I suppose, British protected
persons, and all foreigners who are not subjects of a Moslem
