Political Department.
Bombay Castle, // December 1867.
The Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. , Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , No. 131, dated the 26th October 1867.
In continuation of his letter No. 122 of 1867, on the subject of Muscat affairs, observes
that in 1866 he submitted to His Excellency Sir Bartle Frere the propriety of the re
lations of the British Government with the tribes along the Gulfs of Oman and Persia
bein<? under one head, and that he was prepared to accept the chaige provided only his
powers of control were as complete as his responsibility, and that this proviso was approver
by the late Governor.
Expresses a hope that if Government, differing from the view he has taken of the
sphere of work for the Consul at Muscat, should consider that the Consul should also be
at liberty to act independently of the Resident in Political matters, Government would
also consider it advisable to relieve the latter Officer from any responsibility or connection
with proceedings which have taken place in Muscat without his knowledge or sanction,
and which are liable to be so seriously viewed by the Government.
Resolution. —As regards the position and responsibilities of the Political
Agent at Muscat, the Right Honorable the Governor in Council is of opinion
that he should refer all matters which admit of delay to the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in
the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , on the ground that it is desirable that the general supervision
and direction of our Political relations in the Gulf should be as much as possible
in one hand,—not from a distrust of Captain Atkinson’s abilities or discretion, as,
on the whole, the Governor in Council thinks his conduct under difficult crisis,
during the late events at Muscat, deserves great commendation. The Political
Agent, however, must be responsible for acting when delay would be dangerous,
as°His Excellency in Council does not see how Government could fetter the
Political Agent’s responsibility in this respect; but Government will repeat the
injunction to refer to the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. on all possible occasions, and to follow
his instructions.
