Telegram P., No. 109, dated the 5th (received 6th) November 1921.
From—His Majesty’s Consul, Kerman,
To His Britannic Majesty’s Minister, Tehran (repeated Bushire 60).
The correct name of the Hussian mentioned in my telegram, No. 106, is
G. Trofitof.
He has not so far indulged in any propaganda. He seems to speak very
little Persian, but is accompanied by a certain Sayid Habibullah, who speaks
Eussian well. Trofitof gives out that he has come to purchase carpets and
antiques, hut has bought nothing yet. He despatched two telegrams on the
26th and 30th October addressed to Haji Mohamed Eafi Khan Markoff, Kucheh
Farsi, Tehran, asking for money to be remitted by telegram through the
Imperial Bank of Persia. The day he arrived here he wired to Allab-ed-
Dowleh, 22 Gadviger, Tehran, in Eussian, translation as follows: “ Sending
private letter. Nothing happened. Telegraph Kerman. I kiss your hands. ”
and the above three messages were all signed “ Tury

Your telegram, dated the 5th November, No. 109.
Madame Hadwiger, wife of Adalbert Hadwiger, who acted as intermediary
for Bolshevik intelligence and was deported from Kasvm by Norper Force
but is now returning to Tehran.
I have no information regarding the other correspondent mentioned in
your telegram.

To The Foreign Secretary to the Government of India in the Foreign and Political
Department, Delhi.
Tehran has sent following telegram, No. 62, dated November 24th, to
Kerman repeated to Bushire, 144 -.—Begins. With reference to my telegram,
No. 61, N. Markai, Russian architect, has joined Bolsheviks. He is probably
important Bolshevik agent and is member of Committee for Eussian Famine
Relief organised by Persian Minister of War. Address of Mahomet Eafi’s
house as in your telegram.
Warn Shiras about Saiyid Habibullah and Trofitof. Ends.
This refers to my telegram, No. 1931 of November 9th, and this Office
endorsement, No. 376-S. of November 13th.

Military Attache, Tehran).
Paht II.
Intelligence Report. Meshed .—From Herat there have arrived 32 mea,
of whom some are traders, hut the bulk belong to the escort, of the Afghan
Legation which numbers 3 officers and 22 men. If the Persian Government
allows it, one officer and five men will be despatched to Kermanshah.
On November 26th, Major Mahmud Khan Nauzari proceeded to Tehran.
