MEMORANDUM.
I wish to bring the following report from the Military Attaches agent at
Kuchan to your kind notice:
On the 18th September last, Major Mahmud Khan made a speech in the
Kuchan Madrasseh before a public audience. He had previously prefaced this
speech by reading out the text of some telegrams he had received from
Colonel Muhammad Taqi Khan. He explained the principles of Bolshevism
to the people present and stated that such were of great utility to a nation
inasmuch as they embraced the ownership of the land by the people and the
abolition of a titular ruler. “ We, Persians ”, he said, “ should adopt the
programme of the Bolsheviks and should learn from them. We should be on
our guard against the British Government and their employes because they
wish to ruin our country and not to reorganize it. We should stand fast
against them, utilising every possible force to check them for they are a bad
people and have bad ideas. Persians should fear the day when their country
is in the hands of the British for then none of us will ever be free. Every"
patriotic Persian should try his best to prevent the British from carrying on
their work in Persia and should try to obstruct their path.**

From our point of view I see no objection to his removal. His regime
has not been a success and marked hostility that he has shewn to prc^British
notables has lowered our influence in province,
