Haji Mirza Mohamed contends that crops were sequestered without any
preliminary enquiry and sequestration was therefore illegal. This is true and
in my opinion justified Haji in imposing condition.
Latest development is that crops have under orders from Ministry of
Okaf been handed over to opposing party. From wording of Minister's
telegram it seems that itais-i-Okaf here misrepresented facts to Tehran apparent
ly making out that the Okaf property was no longer under lease to Haji, that
tenders for lease had been invited and that leader of opposing party had made
highest tender.
At instigation of Governor-General claimants have arisen and filed
suits in Okaf Department against Haji in relation to other Okaf properties
leased to him. I am informed that Okaf Department has no real authority to
hear such suits which are cognisable by Adlieh only. Governor-General has
adopted very hostile attitude to Haji and has threatened

Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division.
Nosrat and
other members of moderate party to which Haji belongs that he will take
rigorous steps against them if they support Haji.
