Zangezur district. Anti-American feeling is evident. The Erivan-Tabriz
railway is available for light traffic.
Azeri aijan.—There is a marked increase of Bolshevik agitation.. The
garrison of Baku is being increased with troops from Zangezur. Military
training has been increased and the discipline is stated to be good. Denikin
has declared a blockade and has forbidden Baku ships from entering Petrovsk
where an Azerbaijan ship has been seized.

Triority .—There are unconfirmed rumours in Askabad that the Bolsheviks
have brought there large number of Semirechia Cossacks for the purpose of
raiding Khorasan. These Cossacks were stationed in Khorasan before the
revolution, so know the country and in some cases the language. Am enquir*
ing further.

It is understood from Eoreign Department that at Bushire early this
month you are to discuss contemplated operations against Eebel Khans with
Deputy Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. and Lucas.
After decision is arrived at, telegraph fully regarding military aspect of
proposals, e.g , number of troops to be employed and whence drawn, sufficiency
of transport and other administrative services, probable range of operations
and time required to complete them, etc., so that nature of commitment may
be clearly understood here before final decision is arrived at.
2. Bombing equipment is being despatched.

Bushire operations. Eurther report from you will be awaited as proposed.
In the meantime with reference to your telegram 1555 of the 21st December
please remember that 1st April next is the latest possible date up to which
Government of India propose to retain troops in Bushire area. Bombs have
been despatched to Bushire but until result of your conference with General
Officer Commanding and Lucas has been received orders regarding bombing
operations will be postponed.
This refers to your telegram 1597, December 27th.
