My telegram lt>91, December 26th and Poreign Department telegram
dated January 3rd. JSTasr-i-Diwan. Have now seen memorandum of terms of
settlement of his case from which it appears that he _ was to go to > rasa tor
two years, his son Kuhzad remaining as hostage at Shiraz. Kawam s present
proposals therefore seem completely contrary to whole spirit of arrangement.
Terms also said that Kawam’s Deputy Governor at Para or Darab should look
after Nasr-i-Diwan, see that he did not escape, recapture him if he did, etc.
Unless question has been settled by your telegram No. 157 which has
not been received here I venture to suggest that Kawam should ^ be kept to
terms of agreement and that Nasr-i-Diwan should be sent back to Darab
forthwith, Kuhzad remaining in Shiraz as hostage, and Kawam s Deputy
Governor there should he held responsible for his safe custody.
