19. ADLilNISTiUTIVE :W0RIS :
A series of twelve reforms of the administrative and financial
machinery of the country are s ug^asted, i/ithout which the Plan could
not succeed. They are designed to prevent failure of the Plan caused by
political changes and pressure, to prevent waste,* extravagance and
graft, to check inflation and lower the cost of living, to revise laws
relating to the ownership of land and to encourage tlirift. It is
proposed that the Rial should be fixed at 52 to the Dollar and that
/to exports should receive a subsidy of from IG/Vrising to QOfi for goods
60^ that have never been exported before. These subsidies would be roduced
gradually until they were eliminated in the fifth year. Importers would
obtain foreign exchange at Rials 32.50 to the dollar on production of
an Import Licence. Importers would also pay from 25f£ to 100^ of the
cost of their imports, this levy being reduced by 20^ each year until
it was eliminated at the end of the fifth year. Thi Fiscal structure
of the country's economy would be completely revised so that taxation
would be equitably borne.
20. SaS'JUTlON OF TFE PIAil :
. It is proposed that, in the first place, the Government should
give their approval to the present Plan or, alternatively, inform the
Committee of any amendments they wish to be made. As soon as the
Government's approval has been obtained, the Planning Committee will
prepare for submission to Parliament the legislation required t# put
the Plan into execution, and to create the requisite executive
organisation. Credits will be required for setting up a technical
bureau of the Organisation, and for the engagement of first class
foreign experts. 1
The constitution of the organisation and the definition of its
powers must be regularised and a controlling council and supervising
Committee must be set up.

This file contains papers relating to a constitutional crisis in Iran during 1947. The papers are mostly secret diplomatic reports on the fluid political situation in Tehran. The papers are mainly correspondence between the British ambassador to Tehran and the Foreign Office in London, but also include a few newspaper clippings of the Iranian press at the time.

The crisis in question was premeditated by the refusal of the Soviet Union to relinquish occupied Iranian territory in Azerbaijan following the Second World War. This lead to a series of domestic conflicts in Iran that involved the Tudeh party, Prime Minister Ahmad Qavam, the Shah of Persia, and the British forces that had occupied southern Iran. The papers include reports on various meetings with the Shah by the British Ambassador in Tehran, as well as more detailed reports on various political factions and parties within Iran, and their respective external allies. Several reports mention the implications for, and involvement of the Anglo-Persian Oil Company in the crisis, and the future Prime Minister, Mohammed Mossaddegh. The file also includes a summary of the Persian Government's seven year development plan.
