Qavam is on the point of leaving for Switzerland and the
new government may not be formed for some days. Meanwhile I
venture to submit the following comment.
2. The present attitude of the Soviet Government towards
Qavam makes it difficult to believe that anyone of his intel
ligence would seek in this way to curry favourY/ith them. I
believe however that his references to the Anglo-Persian Oil
Company and Bahrein were primarily designed to enlist the
support of Persian Left Wing elements by creating the impres
sion that his downfall was mainly due to British resentment of
his determination to give effect to paragraph E of his Majlis
resolution.
3. In view of Qavam's previous assurances to me such a man
oeuvre is quite indefensible even if as I believe - and this
view generally held and expressed here - it was simply a piece
of political window-dressing, and in conversation reported in
my telegram No. 1259 I did my best to make this clear. On the
other hand the Prime Minister's remarks to Mr. Gass referred
to in the above tele grain were made quite casually during a
courtesy call and therefore can hardly be considered an
official "approach” of the kind referred to at our previous
meeting. Mr. Gass was here to discuss with the Persian
Government certain articles of the concession which called for
periodical review but, in the statements reported in my tele
gram No. 1254, the Prime Minister obviously wished to convey
the quite erroneous impression that the arrival of Mr. Gass
followed out of paragraph E of the Majlis resolution.

This file contains papers relating to a constitutional crisis in Iran during 1947. The papers are mostly secret diplomatic reports on the fluid political situation in Tehran. The papers are mainly correspondence between the British ambassador to Tehran and the Foreign Office in London, but also include a few newspaper clippings of the Iranian press at the time.

The crisis in question was premeditated by the refusal of the Soviet Union to relinquish occupied Iranian territory in Azerbaijan following the Second World War. This lead to a series of domestic conflicts in Iran that involved the Tudeh party, Prime Minister Ahmad Qavam, the Shah of Persia, and the British forces that had occupied southern Iran. The papers include reports on various meetings with the Shah by the British Ambassador in Tehran, as well as more detailed reports on various political factions and parties within Iran, and their respective external allies. Several reports mention the implications for, and involvement of the Anglo-Persian Oil Company in the crisis, and the future Prime Minister, Mohammed Mossaddegh. The file also includes a summary of the Persian Government's seven year development plan.
