15th i.ay, 1947.
Dear Colonel Hay,
Many thanks for your D.O. No. 893-S, dated the
12th May, 1947. I am afraid it will be a difficult
problem to get a qualified man down to Muscat during
the summer months when our Field Parties on the Trucial
Coast are closed down. The car journey between Sharjah
and Muscat is a major undertaking for Europeans in
summer. Steamers take such a long time that it is
doubtful whether our aviation Department could #pare a
man for a voyage there and back.
_ 2 . I assume from your letter that the state of the
Muscat Aerodrome at Beit ul Falaj makes it dangerous
and impracticable for the R.A.F. to land even their
special types for bad landing conditions, and williams
confirms that our machines should not attempt to land.
3. In the above circumstances, I am- afraid that the
Company cannot be of any help until next cool season
when we expect to have motor transport properly organised
again on the Trucial Coast A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. . Nevertheless I will write to
our Management, Haifa, putting the matter before them.
Before doing so, hov/ever, I should like to have the
following information : *
(a)
Is it intended to keep the aerodrome service
able for modern aircraft and for what types ?
(b)
Will the aerodrome after repair be suitable
as regards surface, size and siting to Company
’Dove’ aircraft ?
(c)
Who will be responsible for maintenance and
cost - R.A.F., H.M.G., H.H. the Sultan ?

(d)
Has there been any suggestion by you or the
R.A.F. that the Company should be approached
with a view to their possible co-operation in
initial repair and subsequent maintenance ?
4. It is assumed that, in the absence of any R.A.F.
or B.C.A.C. representative, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. ,
Muscat, will be in charge.
Yours sincerely,
Sd. E. V. PACKER.
The Hon'ble Lieutenant Colonel W. R. Hay, C.3.I., C.I.E.,
His Britannic Majesty’s Political resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. ,
