Will you please refer to your letter No, 405
of 28th December, 1948> with which you enclosed
a letter from Ikramullah on the subject of
discrimination by British officials in the Persian
Gulf against Pakistani interest, particularly
in regard to currency.
As regards paragraphs 3 and 4 of Ikramullah^
letter, we have not yet had a detailed comment
from the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. , Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , on
which a reply could be based. You will see from
his despatch 19/21/49 of 8th June that he is
trying to obtain the further inforration about
this. Doubtless he will copy to you any despatches
he may send on the subject, although you may well
consider that Ikramullah*s letter would, after
this lapse of time, be better left unanswered.
There have been recent developments on the
currency question. I enclose two copies of
Chapter V of a report prepared by Mr. L. V/aight,
Treasury Representative in the British Middle East
Office, which answers very thoroughly the charge
about discrimination in the matter of currency.
As you know, Mr. Ahmed of the Pakistan State
Bank has recently visited the Gulf and his report,
if it is in any way an objective one, should do
something to dispel the Government of Pakistan’s
illusions about the adoption of the Indian rupee
rather than the Pakistani. You will doubtless
already have seen the report of Ahmed’s interview
with Sir Rupert Hay reported in the latter's

despatch No. 19/38/49 of 2nd Se tember. You may
like to let Ikramullah have the substance of
Chapter V of Waight’s report, or send him a copy of
it if you think it necessary.
