had it in oar minds that the procedure would be for the
banks to make competitive offers to the Sheikh on which
the Sheikh would ask for H.L.G.’s advice. As matters
have turned out there are no such competitive offers, but,
as stated above, the Sheikh has laid down the terms and
conditions which are to be accepted by anv bank.
This being, so, the Resident in his telegram of
the 12th January has really gone off the rails, and it
seems impossible to adopt his present proposals.
The draft reply to Colonel Fowle, which explains
itself and was approved by Vr. Walton before he went on
u *ir leave, subject to your concurrence, is submitted for
approval (subject to any observations which the Foreign
Office may have to make).
It is desirable to get the telegram off as
soon as possible, since both the Sheikh and the Banks
are no doubt anxious for an early decision.
