received by this department and now the Foreign Office, in
reply, has tne honour to reier the legation to correspondence
made in London with the Legation of Tehran on the subject.
As stated in the above-mentioned correspondence, besides
the fact that Khoshtaria concession, having been obtained in the
a j pence of the Lejlis and by coercion, could not be acceptable to
the Persian Government, end its illegality would have been t j
declared by the Persian. Government at the first opportunity, in
January 191.8 it was officially cancelled amongst other concessions
-nu tree ties by Trotsky, the ex-Commissloner of the Pussian
republic. On the 4th Assad 1297 (July 27th 1916) the Persian
Government also announced the abrogation of the said concession.
Before and after the above-mentioned announcement the Ministry
-ublic Works and Commerce on several occasions informed the
public, by means of their official review, that all transfers
and partnerships in connection with Khoshtsria’s concession,
or other concessions obtained by coercion by the Czarist
Government in the absence of the Aejlis, being illegal,- would
be null and void.
In these circumstances the British Legation will admit
that the representations made by the Anglb-Persian Oil Company
have no foundation and therefore cannot in any way be accentable
to the Persian Government,

The correspondence covers: the agreement of an oil concession between the Persian Government and the Georgian national, Akaki Khoshtaria, covering north Persia, and the concession’s subsequent abrogation; the purchase of Khoshtaria’s interests by APOC; reports of American interests in oil exploration in Persia, including the Standard Oil Company; a concession for a coal mine and light railway running around Tehran, being sought by a private banker named Tomaniantz. The volume’s principal correspondents are: the British Minister at Tehran, Charles Murray Marling; the Foreign Office; the Director of APOC, Charles Greenway.

The volume contains several items written in French.
