i have read the F.O. file which I return with
many thanks.
i propose to write to him as follows
"The Company contend that the change which they
•propose, via: from a percentage of profit* basis to a
"tonnage flat rate basis in in the interest of the
•Portion lovemrient, l.«. that the latter hsris Mill
"produce a greater revenue for Persia; and they say that
"they have made calculations which support that view.
‘1 advise you (1) to invoke the Company to submit
"the calculations to you forthwith and then (2) to refer
"these calculations to a Chartered Accountant (whom I
"can nominatej with instructions to report what revenue
"would have been and would be payable to the Persian
•Government on the basis of a royalty of 2s/. a ton,

The item contains correspondence and other papers relating to: the payment of royalties due to the Persian Government from the Anglo-Persian Oil Company (APOC), 1915; a dispute between the British and Persian Governments relating to British troops inside Persian territory, and damage inflicted to APOC oil pipelines close to the Mesopotamia [Iraq]-Persia [Iran] border, in the wake of the British invasion of Mesopotamia in 1914/1915; APOC’s withholding of oil royalties owed to the Persian Government, in compensation for damage inflicted to its pipelines in Persia; and negotiations between APOC and the Persian Government over the terms of a new agreement for royalty payments, 1919.
