reached; he thanked Sir Reginald lioare for his assistance.
As to procedure, it would he for the Foreign Office to
refer the proposed instructions, when finally drafted, to
the Cabinet, with a view to a decision on points of major-
importance requiring specific sanction.
CONCLUSIONS.
THF SUB-COMMITTEE AGREED:-
(l) That the Departments concerned should re-examine
the questions which it is proposed to include in
the contemplated treaty settlement with Persia
and on which agreement with the Persian Govern
ment has not yet been reached, v/ith a view to
the preparation and issue of comprehensive
instructions to Sir R. Hoare on his return to
his post early in October. These instructions
should, so far as possible, be of a nature to
place Sir R. Hoare in a position to conclude a
settlement with the minimum of reference to His
Majesty’s Government - i.e. they should in each
case state the maxima and minima desiderata of
His Majesty’s Government and give Sir R. lioare
as wide a measure of discretion as possible;
(d) That in general the points on which agreement
with the Persian Government has already been
reached in substance need no reconsideration;
(3) (a) That Gir R. Hoare should endeavour to obtain,
as part of the general treaty settlement,
a "Gentlemen’s Agreement 1 ' by which His
Majesty’s ships should continue to enjoy
their present facilities at Kenjam for as
long a period as possible, in any case not
less than twenty-five years;
(b) That the Admiralty should consider in consul
tation with the Treasury and the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. ,
whether, instead of offering the Persian
Government a yearly rent for the continuance
of the present facilities at Henjam (as had
previously been contemplated), it would not
be possible to sanction the expenditure from
Admiralty funds of a corresponding or lesser
sum with a view to securing docking and other
facilities at Indian ports, which could then
be offered to the Persian Navy free of charge,
or at greatly reduced rates, in return for the
continued use of Ilenjam by His Majesty’s ships
as contemplated in conclusion 3(a) above.
The Admiralty to communicate the result of
this consultation to the Foreign Office as
soon as possible;

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Henjam [Hengam] Island and Bahrain.

The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between British and Persian Government officials.

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
