The disturbances at Dehai last autumn which
led to the establishment of an Executive Council there
are referred to in the submission on P.Z.7612/38. The
Sheikh lost on that occasion but turned the tables on
his opponents at the end of March, v/hen on the occasion
of the marriage of his son to a Bedouin girl he packed
the town with Bedouin from the hinterland and made
himself master of the place. There v/as little actual
fighting, but two of his opponents the R ashid family
were killed, half of the Council surrendered and the
remainder fled with about 100 followers and took

refuge in Sharjah. Under advice from the Resident
the Sheikh has set up an advisory Council. The facts
are reported briefly in the telegram on P.Z.2670 and
at fuller length in the Resident’s letter of 20th
April on P.Z.2705. The problem of the refugees is
causing difficulty and their leader (Sheikh Mana) and
the Sheikh of Debai v/ere reported on the 24th May
(P.Z.3285) to have gone to Bahrein to put their cases
before the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. .
While the Resident’s advice to the Sheikh to set
up an advisory Council was no doubt in all the
circumstances the most appropriate, and v/as on the
lines of advice given by him, on his suggestion
and with H.M.G.’s approval, to the Sheikh of Koweit last
year, it remains the case that the advice was not
given under specific instructions from here, and so
was not, strictly speaking, advice from H.M.G. as
described in the account supplied by the Resident
for publicity purposes (P.Z.2670/39). It is felt
desirable to ask the Resident in future cases to seek
