that the tendering of advice tc a Euler to set up a
form of Council administration seems to be at variance
with our professed policy of avoiding interference
in the internal affairs of the Arab Sheikhdoms. Apart
from this we feel that it will be desirable to consider
carefully on its merits any question which might arise
of advisxng a Euler to introduce any measure of
popular reform before such advice is given and the
question of the precise form of advice to be given would
also need consideration. Moreover, Xbn Baud's strong
antipathy to "popular" movements in the Gulf States is
also a consideration that suggests the need for caution
in our dealings with the Eulers in this matter. As
circumstances must differ in some degree in the various
States we should therefore be glad if reference could
he made here for instructions before advice of the kind
m question is given to any other Sheikh.

letter Ko.347-3 of the 14th April to Metcalfe on the
