Please see the demi-official letter dated
9th September from the Admiralty in connection with the
possibility that the Bahrein Petroleum Co* may erect a
refinery at Bahrein.
The history of this matter is that some time
ago Mr. Ballantyne said the Company were thinking of
establishing a refinery at Bahrein, and that if they did
so they would like certain alterations in their lease
in regard to exemption from taxation, etc. We have
had various discussions with Mr. Ballantyne on the
basis of advice from the Petroleum Department and the
Admiralty, and have arrived at general agreement on the
s)rt of settlement in regard to an amendment of the lease,
against a q.ajd Oiio from the Company, which, without
committing the Sheikh, we feel might be fair in the
circumstances, the Company eventually decide to set
up a refinery in Bahrein. / ^ M/fo
During these discussions the Admiralty had a
telegram from the Commander-in-Chief, East Indies
(P,Z ‘ 5892/35 • flagged) saying that the Standard Oil
