date been such as to justify our taking active steps to depose him
whether at the request of the townspeople or on & our own initiative.
Our policy is to back the dfi. facto, ruler, but it is for him to make
good with his own people.
Fending the receipt of orders from the Government of India on
the subject you should be guided by above principle.
You should inform representative of deputation, should such visit
you, that Salim T s conduct, although admittedly unsatisfactory, has
not 1)6611 such as to,justify Government's intervention.
Ton should inform SheiMi of the tenour of your reply (informing
deputation beforehand that you propose to do so), and urge him to
put himself right with ±Jta his own townspeople, explaining that mis
conduct and attitude towards us since he assumed his present positio
have not been such as to justify me in recommending Government of
India that he should receive our active support against his own
townspeople: we shall allow matters to take their course, and
restrict onr intervention to offering any personal protection to Mm
against bodily harm in our power*

to a more satisfactory arrangement in the interests oj. tne princi
pality of Koweit than he is likely to be able to do.

Correspondence discusses the arbitration of the British Government in the matter of the border of Kuwaiti territory under the Shaikh of Kuwait [Shaikh Sālim bin Mubārak Āl Ṣabāḥ] with that of the Ruler of Nejd [Najd], Bin Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd, popularly known as Ibn Sa‘ūd]. In this connection correspondence discusses the supersession of the Anglo-Turkish Convention 1913 by the British Government's 1915 agreement with Bin Saud in which he pledged to resolve disputes by peaceful means and submit to arbitration by the British Government. In addition the correspondence discusses potential hostilities between the Ruler of Ha'il led by the Rashidi dynasty of the Shammar tribe and the Ruler of Nejd, Bin Saud. Also discussed is the Battle of Jahra and the involvement of British military forces by air and sea.
