would still more increase the dislike in whihh we are

(d) Ibn Sa*ud will no doubt argue that Shaikh Mubarak
was a strong man and Shaikh Salim is a weak, and that a
frontier wh i ch wra s suit abl e for the fo rm er is not So for
the latter, but, logical as the argument is, ih he really
refuted it himself beforehand by signing the treaty with
us on <o6th December 1915, as, by clause I, we not only
recognise him as the independent ruler and absolute chief
of the tribes of Kajd, Hasa, Qatif and Jubail and their
dependencies and territories, but also "after him his
sons and descendants'’, and obviously some of his descend-
ents may be weaker than himself.
(e) It would seem desirable to have as large a buffer
state as possible between Mesopotamia and the central
government of the Ikhwan, and for this reason, if for no
other, it might be to our advantage to give our moral
support to Shaikh Salim.
6. The boundary dispute between Ibn Sa’ud and Shaikh
Salim has been a constant source of friction between them
ever since the Balbul incident in February 1919, and I see
no prospect of their coming to an agreement wik without
our assistance and arbitration. To prevent further
incidents similar to the fray near Jariyah on 18th April,
which otherwise seem liable to occur, I would suggest that,
in the event of the Conference referred to in your
Memorandum No. s/154, dated the 22nd r ay 19^0, uot
materialising, both parties be invited to send representa
tives to a local Conference to discuss the question and
fix a definite frontier between Ibn Sa’ud’s territory and
Kuwait as provided for by Clause VTI of our treaty with xbn
Sa’ud. In this case it might convenientlybe held after the
heat of summer is over to enable oispuwee areas to oe xxxxk

Correspondence discusses the arbitration of the British Government in the matter of the border of Kuwaiti territory under the Shaikh of Kuwait [Shaikh Sālim bin Mubārak Āl Ṣabāḥ] with that of the Ruler of Nejd [Najd], Bin Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd, popularly known as Ibn Sa‘ūd]. In this connection correspondence discusses the supersession of the Anglo-Turkish Convention 1913 by the British Government's 1915 agreement with Bin Saud in which he pledged to resolve disputes by peaceful means and submit to arbitration by the British Government. In addition the correspondence discusses potential hostilities between the Ruler of Ha'il led by the Rashidi dynasty of the Shammar tribe and the Ruler of Nejd, Bin Saud. Also discussed is the Battle of Jahra and the involvement of British military forces by air and sea.
