\ begins:- ”1 did not order or wish Dawish to attack but
I cannot blame him. I return part of loot and shall
collect remainder. Ever since you have been Sheikh you
have been constantly annoying me you have done so recently
for example by sending•Jeriyah without my knowledge by
prohibiting trade of my ports &c. If you say British Govt

gave you Jariyah I know how to talk to them. In the past
there was no question of boundary between our frontiers as
yours remained in Koweit and mine ruled the tribes.
Mubarak first began to take zakat when we were weak. When
your father conquered Hasa he gave 600 dollars to Turkey
for zakat of Awazim. He took over Mutair &c. but I said
nothing. It was you who started the boundary dispute by
claiming ithx this and that land as your own. I advise you
to accept my ultimatum and sign attached paper otherwise
1 shall attack you when you next annoy me. ends.
Paper for Sheikhs signature begins:-
To. After Compliments. Before God there is no
difference between us and I am towards you as v ? ere my
forefathers. Regarding frontiers and tribes I will not
encroach on your rights according to old. custom. I nave
wr jit ten this for the sake of friendship and peace and to
ease your mind. Ends.

Correspondence discusses the arbitration of the British Government in the matter of the border of Kuwaiti territory under the Shaikh of Kuwait [Shaikh Sālim bin Mubārak Āl Ṣabāḥ] with that of the Ruler of Nejd [Najd], Bin Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd, popularly known as Ibn Sa‘ūd]. In this connection correspondence discusses the supersession of the Anglo-Turkish Convention 1913 by the British Government's 1915 agreement with Bin Saud in which he pledged to resolve disputes by peaceful means and submit to arbitration by the British Government. In addition the correspondence discusses potential hostilities between the Ruler of Ha'il led by the Rashidi dynasty of the Shammar tribe and the Ruler of Nejd, Bin Saud. Also discussed is the Battle of Jahra and the involvement of British military forces by air and sea.
