(R.) 9941. Simal. My telegram dated 31st May, 6508, regarding Bin Rashid
and my previous telegrams on general subject of our relations with Bin Sand.
Latter writes under date of (? 2nd August), purport as follows :—
“ Firstly, all Arabia, Syria, Mesopotamia to-day (corrupt group. Group telegraphed
written to) (? Turkish) agents working through bond fide tools Shereef and Faisal.
“ Secondly, all my efforts arrive friendly settlement with Bin Rashid useless.
Relations now broken off. Have absolutely trustworthy information that Shereef
recently sent arms and money to (? Hail), more are about to follow from Medina.
“Thirdly, (? Sheikh of) Koweit is negotiating with me outwardly, secretly he is
planning mv ruin. .
“ Fourthly, Hussein, Faisal, Bin Rashid, Sheikh of Ivoweit, all pretend friendship
with England, but are hard at work against her interests. Support me and I guarantee
to put no anti-English intrigues amongst (? ambitious) Arabs. On the other hand it
you continue to place me on par with those who are gulling your (corrupt group) then
let me know whether I will cease to trouble you with further communications.
“Fifthly, you give your traitor friends titles and rich lands. I, your true friend,
remain poorer than ever. My (group omitted) are (? desperate) (?). My revenues all
mortgaged. I beg you request His Majesty’s Government increase my subsidy and
help me more financially. I cannot carry on. Answer, let me know how I stanc.

Correspondence discusses the arbitration of the British Government in the matter of the border of Kuwaiti territory under the Shaikh of Kuwait [Shaikh Sālim bin Mubārak Āl Ṣabāḥ] with that of the Ruler of Nejd [Najd], Bin Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd, popularly known as Ibn Sa‘ūd]. In this connection correspondence discusses the supersession of the Anglo-Turkish Convention 1913 by the British Government's 1915 agreement with Bin Saud in which he pledged to resolve disputes by peaceful means and submit to arbitration by the British Government. In addition the correspondence discusses potential hostilities between the Ruler of Ha'il led by the Rashidi dynasty of the Shammar tribe and the Ruler of Nejd, Bin Saud. Also discussed is the Battle of Jahra and the involvement of British military forces by air and sea.
