correspondence that the ^raq Government were prepared to
undertake the collection of dues at Basrah and to carry
through the legislation necessary to validate the action

was noted that section 5 of the draft law for this purpose
stated that "the provisions of the Port of Basrah Proclama
tion 1919 shall apply so far as concerns enforcement of
payment of the said dues and punishment of offences
connected therewith". The
