discussion with the Admiralty, might have been able
to reach some compromise, but his premature death
! made this impossible.
2. We have now received a lengthy statement
from the Government of India on the question generally
The effect of the correspondence is to rule out the
! use of an R.I.M. vessel, but to emphasise (this is
very satisfactory) the Government of India’s agreement
[with the late Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. that it is quite
essential that regular marine transport should be made
available if the Resident is to discharge his duties
effectively. But since the Government of India are

unable to finance the provision of a regular vessel,
at any rate this year, and the Indian Marine cannot
make a ship available, they urge that arrangements
should be made by H.M.G• to give the Resident official
jpermission to ask for transport on one of H.L. ships
in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. when necessary.
3. The only real solution of this difficult
t
question is the purchase of a special vessel by the
Government of India. But the financial objections
stated by them are real and it may be necessary to
/vait a year or two before anything can be done in this
way. In the meantime, it is suggested that the
Secretary of State might be willing to raise the
