To—His Majesty’s Secretary of State for India, London (repeated to Cairo).
Clear the line. Hedjaz. We earnestly trust that Bin Saud’s answer
• Serial No. 9 . may admit of negotiations on lines which.
t were suggested in Jeddah telegram* of
June nth, and thus avert a catastrophe, the effect of which on Moslem world
would be incalculable, and which w 7 ould be regarded as direct result of our
promotion of Arab revolt and interference in Hedjaz. Should necessity arise
participation of Indian Moslem troops either in defence of Jeddah, or in
repelling Wahabis from Holy Places, would not be resented by Indian
Moslem opinion, but this would have to be on clear understanding that thev
\yere not fighting to .uphold King Hussain or Sheriffian dynasty which they
su 1 reprobate as traitors to their religion and their spiritual head. Indeed
the fact that King Hussain has failed to safeguard Holy Places makes his
acceptance as Khalif impossible once and for all, while participation of Indian
Moslem troops in their defence would give Moslem Indian claim hard to
resist to participate in settlement of Hedjaz problem. Unquestionably her
voice would be raised for restitution of Holy Places to suzerainty, however

halif. This solution would, in best Indian Moslem opinion, go further than
else to steady Moslem unrest and to disabuse them of the conviction
that Great Britain has become the bitterest enemy of Islam instead of. as

The papers include information on: arms; the Mesopotamian Campaign, the Arab Revolt, and the First World War; the activities of Ibn Saud (also referred to as Bin Saud), King Hussain of the Hedjaz [Ḥusayn bin ‘Alī al-Hāshimī, King of the Hejaz [al-Ḥijāz]] (also referred to as the (Grand) Sheriff of Mecca), and Ibn Rashid (also referred to as Bin Rashid) [Saʿūd bin ʿAbd al-ʿAzīz Āl Rashīd, Emir of Ha'il]; the blockade of Koweit [Kuwait], including statements of imports and exports; the activities of Harry St John Bridger Philby; the dispute over Khurma; and the Akhwan [Ikhwan].
