ARTICLE 9
Prices of land produce shall he fixed in the
following manner :
(a) Prices of land produce shall he fixed,annually,
at the time of disposal of the produce per unit
of weight for each centre of consumption separa
tely hy the local Chambers of Commerce, or, if
none exist, hy export Committees nominated hy
the Administrative Council of the locality.
Prices so fixed shall, after approval hy Qadha
and Liwa Majlis Idarah, in turn he submitted to
the Minister of finance who shall prepare a
schedule of actual prices; either accepting the
prices approved hy Administrative Councils or
revising same at his discretion.
(b) After approval hy the Minister of finance of the
schedule of the actual prices referred to in
paragraph (a) above, such prices shall he taken
as basis for the collection of land produce tax
subject to paragraph (d) below.
(c) Administrative authorities shall examine fluctua
tions in prices fixed in the manner prescribed
above once every 15 days, or within a shorter
period if necessary, and report to the Minister
of finance such prices as revised on the lines
stipulated in paragraph (a) above. The
decision to he issued hy the Minister of finance
in this respect shall he final and the schedule
of actual prices shall he amended accoroingly.
(d) The Minister of finance may direct the collection
of the tax on any type of land produce(such as
vegetables* fruits* dates and the like which are
subject to price fluctuations at short intervals)
at the rates specified in this Law from the sale
proceeds realised therefrom at the time of
sale;

Correspondence in the file explains that in November 1914, the British authorities had given a letter to the shaikhs of Mohammerah and Kuwait promising them perpetual exemption from taxation on their date gardens in Iraq in return for their assistance against the Ottoman Empire (f 177). Much of the correspondence in the file discusses whether or not this assurance previously given to the Shaikh can be upheld and how the British should react to the Iraqi Government's desire to tax the produce that is grown on Shaikh Ahmad's land and then exported to Kuwait. The broader regional implications of the issue are also discussed at length.

The file also contains details regarding a legal case brought against Shaikh Ahmad by members of the Al Zuhair family regarding the ownership of some of his date gardens in Iraq.
