rent or land rent in the "basic demand
referred to in Article 6(a).
(h) No assessment or collection shall he made in
respect of land rent from lands on which have
been installed pumps which are subject to exemp
tion until expiry of the period of exemption.
(c) The Minister of finance may, after taking into
consideration the resolutions passed by Majlis
Idaras, issue decision for the assessment of
rentals in respect of lands (i.e.lands which are
newly brought under cultivation or lands the
cultivation of which has been completed after the
date of execution of this Law,or lands exemption
period of which has expired - as laid down in para
(b) above), for which no full demand existed dur
ing the year preceding the date of coming into
force of this Law, based on any of the methods of
revenue assessment employed before the issue of
this Law.
AETICLa 8.
Rentals in respect of Kiri lands not subject to
Euzara*a shall be demanded at the values offered by the
highest bidders; subject to the exeaptions provided for in
Article 10 of this Law.
ARTICL3 9.
Auction of Miri lands not subject to Muzara'a shall be
conducted in the Majlis Idara of the Q,adha or Liwa concerned
under a Nidham to be issued by the Minister of finance under
the Iltizam Law No.48 of 1929.
ARTICLa 10.
The following are exceptions to Article 8 above
(a) Miri lands not subject to Muzara*a may be leased, by
special regulation, for administrative and economic
reasons profitable to the country, provided that the

This file contains correspondence between British officials regarding date gardens in southern Iraq owned by the rulers of Mohammerah and Kuwait. The correspondence discusses changes in legislation proposed by the Government of Iraq regarding the collection of land rent and land produce duties, and the impact of these proposed changes on the Ruler of Kuwait (Shaikh Aḥmad al-Jābir Āl Ṣabāḥ). Copies of this legislation are contained in the file on folios 30-52.

Correspondence in the file explains that in November 1914, the British authorities had given a letter to the shaikhs of Mohammerah and Kuwait promising them perpetual exemption from taxation on their date gardens in Iraq in return for their assistance against the Ottoman Empire (f 177). Much of the correspondence in the file discusses whether or not this assurance previously given to the Shaikh can be upheld and how the British should react to the Iraqi Government's desire to tax the produce that is grown on Shaikh Ahmad's land and then exported to Kuwait. The broader regional implications of the issue are also discussed at length.

The file also contains details regarding a legal case brought against Shaikh Ahmad by members of the Al Zuhair family regarding the ownership of some of his date gardens in Iraq.
