V/itli reference to the letter from the Admiralty
%
lo. 11*0791/29 of the liith instant, I am directed by Mr*
Secretary Henderson to transmit to you the accompanying drafts
of an article and protocol f for insertion in the General Treaty
under negotiation with Persia | regarding the abrogation of the
Anglo-Persian Convention of 1862 for the suppression of the
Traffic in Slaves and the conclusion of other arrangements
in its place.
2 , It will be observed that the form of these drafts is
somewhat different from that proposed in the last two
paragraphs of the record of the Interdepartmental Conference
held on the 27th September, a copy of which was sent to the
India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. semi-officially on the 30th September last. The
statement of the reasons which have led the High Contracting
Parties to abrogate the Convention of 1882 and to conclude a
new agreement are hardly appropriate for insertion in an
article of a Treaty; they appear to Mr. Henderson to find a
more suitable place in a preamble to the Protocol. As a
result the Protocol assumes a somewhat more formal appearance;
this, however, does not seem to be of consequence, since the
Protocol will in any case require separate signature.
3* Subject to any observations which the Secretary of
State for India may wish to make, Mr. Henderson proposes to
