Article 10 (Slavery). I told his Highness that His Majesty’s Government

were not prepared to accept /his counter-draft^ but, as a concession, if he would
accept our original proposal, would be prepared to limit its duration until the year
1936. I said we hoped that before that date arrived the Persian Government might
be able to play their part in helping to suppress slavery in the Gulf, and, in the
circumstances, I saw nothing wounding to Persian amowr-propre in our proposal.
His Highness hotly contested this, and said that when he had proposed the reciprocal
right of search this was merely to save the Persian face, because, as I knew, the
Persians had no war vessels of any kind which were in a position to carry out a
search. He could not see, therefore, why we should not accept his proposal, which
gave us all we wanted while saving the Persian face. He then went on to say that,
under recent legislation, any slave who set foot on Persian soil was automatically a
free man. Persia was as much opposed to slavery as His Majesty’s Government, and
was only too ready to collaborate in its suppression within the limit of her sovereign
rights. She could, therefore, never accept any one-sided agreement and would agree
to no form of slavery convention except on a basis of absolute reciprocity.

lutter par tons ses moyens contre I’esclavage et, selon la loi du pays, la simple arrivee
dans les eaux territoriales et sur le territoire persan rendant libre tout esclave et les
autorites gouvernementales ayant a chargb de poursuivre et punir severement tout
coupable de Fatten tat a la liberte individuelle, le Gouvernement imperial de Perse
continuera a maintenir sur son territoire Fabolition de Fesclavage et la repression de la
traite des esclaves sans les obligations contractuelles. Neanmoins, vu que la
Convention cle Geneve du 25 septembre 1926, relative a Fesclavage, prevoit, et
recommande dans son article 3 de faire les arrangements particuliers, nous n’avons pas
d’objection de prendre les dispositions bilaterales contre Fesclavage. Dans ce cas, on
pour rail mettre un article dans le traite disant: “ Sa Majeste imperiale le Schah de
Perse et Sa Majeste britannique, preoccupees d’affermir Fabolition de Fesclavage dans
toutes ses formes, realisee sur leurs territoires respectifs, et de contribuer a la repression
de la traite des esclaves sur terre et sur mer par tons les moyens en leur pouvoir, en
particulier. par Fetablissement d’une cooperation effective entre eux dans la haute
mer;
“ Constatant au surplus que la Convention anglo-persane sur la Suppressiq njfeda
Traite des Esclaves de mars 1882 est devenue caduque et de tSlent traite.”

^3. In paragraphs 31 and 32 of his letter* he declines to recede from the
attitude he had previously adopted on the question of slavery, in spite of the
arguments contained in your telegram No. 109 of the 15th April, which I had already
at my last interview put to him as forcibly as I could (see paragraph 11 of my
despatch No. 426 of the 10th August)! In this connexion I beg leave to refer you to
par agraph^ 10 of my despatch No. 440 of the 21st August.

Much of the correspondence is between officials at the Foreign Office, the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the British Legation in Tehran.

Specifically, the correspondence relates to discussions concerning the drafting of an article relating to slavery in a proposed Anglo-Persian Treaty and the revision of the Anglo-Persian Slavery Convention of 1882. Specific incidents regarding slavery in the region are also discussed intermittently throughout the volume.
