paper was delayed pending investigation of certain
aspects of tne question of granting certificates to .
subjects of the Arab protected States in the Persian
Gulf allowing them to fly the British flag. The
Foreign Office have now produced draft instructions to
Sir Robert Clive (in the light of tne latter’s
discussion with the Senior llaval Officer and uhe
Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. on'P. 1436, flagged below) as to
the line to be taken with Taimourtache.
The draft actually presented to the iinister
of Court by Sir Robert Clive is flagged at the bottom
of the file. The Persian counter-draft is aiso
flagged, and it seems clear not only from tne general
attitude adopted by Taimourtache in the negotiations as
a whole, but from his covering letter, that he is
likely to press his claim that any instrument drawn up
shall proceed on the basis of complete reciprocity.
There is now general agreement (Viceroy, Senior
Naval Officer, Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. , Minister, Foreigp
Office) that we cannot concede the right of search uo
Persia on the high seas. The Foreign Office draft
telegram makes this quite clear, and goes on oo
instruct Sir Robert Clive to press again for the
adoption of the British Convention, which would give
us, as the agents of Persia, the ragio oi search of
Persian vessels outside Persian territorial waters,
without conferring a corresponding right on her. ns

This volume contains correspondence between British officials concerning agreements between the British and Persian governments related to the suppression of the slave trade in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Much of the correspondence is between officials at the Foreign Office, the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the British Legation in Tehran.

Specifically, the correspondence relates to discussions concerning the drafting of an article relating to slavery in a proposed Anglo-Persian Treaty and the revision of the Anglo-Persian Slavery Convention of 1882. Specific incidents regarding slavery in the region are also discussed intermittently throughout the volume.

In addition to this correspondence, the volume contains several extracts and drafts of agreements (most of which are in French) and the following documents:
