some modification of our attitude may later be
necessary. Abandonment of our right of search on
the high seas would of course incidentally leave
■i
Persian hands tied as regards the search of
Trucial vessels - an advantage from our standpoint.
5. I venture to doubt if there is much in
Sir R.Clive 1 s proposal that we should try to get a
new Convention in replacement of that of 1882 even
if it includes no right of search. His argument
is that we should be in a better position
internationally as subscribers even to a Convention
so emaciated should the slave trade revive as the
result of the abolition of the Convention of 1882.
But is this so sure? Would not the Persian answer
be that any recrudescence is due to our refusal to
accept their proposal for reciprocal rights of
search on the high seas? And if that were so, would
the fact that we were signatories of a special
convention acknowledging the evils of slavery help
us? For a Convention without rights of search
could contain little more than a mutual undertaking
to suppress the trade; a provision for exclusive
sovereignty in territorial waters, and possibly
provision for combined action on frontiers,
point might be put to the Foreign Office when the
question of drafting a reply to Sir R.Clive comes
up?
