suggesting that the difficulty about granting corresponding
facilities for the flying of the British flag lay in the
necessity, under the orders referred to above, of a formal
certificate by the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. , etc., that the owner
concernedwas a British subject or a subject of any native
protected State in India, added, "I do not see why this should
not be made to include protected States in Arabia under
Indian administration, such as, I suppose, Muscat, though our
protectorate there is shared with another Power. The Foreign
Office would object, I believe, to anything beyond this.

India’ in the certificate”.
On investigation of this suggestion, Sir William
Lee Warner, then Political Secretary, noted as follows:-
I am afraid that we cannot, in the present state of the
law, extend our certificates or alter the form of certificate
sent nome with India letter No. 8 of September 5th, 1884:-
1. even tnat certificate \which was sanctioned without
reieience to this Department, and has never been communicated
either to the Foreign Office or to the Board of Trade)
accftpted the proposals that were sanctioned on the analogy
of the West Africa case, m West Africa the certificate is
limited to vessels bona fide owned by British subjects duly
qualified to own British ships, whereas the Indian
certificate adds 'owned by persons who, being the subjects
of a Prince (or State) in India in subordinate alliance,
@tc., are entitled to British protection';
2. to extend this extension to Muscat, an independent
State, would be excessive;
and
2. even in the case of Trucial Chiefs would, though
less extensive, open the question of the legality of the
mdian States certificates."

This volume contains correspondence between British officials concerning agreements between the British and Persian governments related to the suppression of the slave trade in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Much of the correspondence is between officials at the Foreign Office, the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the British Legation in Tehran.

Specifically, the correspondence relates to discussions concerning the drafting of an article relating to slavery in a proposed Anglo-Persian Treaty and the revision of the Anglo-Persian Slavery Convention of 1882. Specific incidents regarding slavery in the region are also discussed intermittently throughout the volume.

In addition to this correspondence, the volume contains several extracts and drafts of agreements (most of which are in French) and the following documents:
