2. I had a few days earlier, as will be seen from paragraph 2 of my teleoram
N °j 5 1 th f r 8th January forwarded to his Highness the net draft convention to
replace the Convention of 1882 I had real,sed, from my conversation on the subject
with his Highness, that it would be quite useless to propose merely to drop articles 1
and2 of the old convention, as any reference to the 1882 Convention was anathelKT
to his Highness. I trust, therefore, you will approve this derogation from the strict
letter of my instructions.
3. At my interview yesterday I said that it appeared slightly ridiculous to
mention in this counter-draft the right of Persian war vessels to stop British vessels
suspected o f slave trading as Persia had no warships. He said this was perfectly true
and the Persian right would, of course, be a dead letter, but this counter-draft had
been drawn up on the basis of existing Slavery Conventions, and Persia desired this
new convention to be on a basis of complete reciprocity. I said that I could see myself
nothing damaging to Persian amour-propre if in view of the fact that Persia had no war
vessels British ships were allowed to stop suspect ships flying the Persian flag at
the request, and with the approval, of His Majesty the Shah as suggested in article 3
oi the British draft. He made no further reply to this but proceeded to emphasise
the necessity for Persia to maintain her sovereign rights within her own territorial
waters.
4 I feel it is just conceivable though unlikely that his Highness might, in the
I ’ be lu duced to forgo the right of search by Persian warships of British’ vessels,
in any case, I propose to await your observations before reverting to the question.

ecretary to the Government of India and to His Majesty’s consul-general at Bushire.

This volume contains correspondence between British officials concerning agreements between the British and Persian governments related to the suppression of the slave trade in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Much of the correspondence is between officials at the Foreign Office, the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the British Legation in Tehran.
Specifically, the correspondence relates to discussions concerning the drafting of an article relating to slavery in a proposed Anglo-Persian Treaty and the revision of the Anglo-Persian Slavery Convention of 1882. Specific incidents regarding slavery in the region are also discussed intermittently throughout the volume.
In addition to this correspondence, the volume contains several extracts and drafts of agreements (most of which are in French) and the following documents:
- Foreign Policy memorandum entitled 'Anglo-Persian Slavery Convention of 1882' (folios 134-139)
- 'Law forbidding the Purchase and Sale of Slaves on Persian Territory and according them Freedom on their Arrival in Persia (Passed by the Majlis on 18th Bahman, 1307 (February 7, 1929).)' (folio 151)
- India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. memorandum entitled 'Slavery in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. - 'Treaty between Her Majesty and His Majesty the King of Italy for the Suppression of the African Slave Trade. Signed at London, September 14, 1889 - Ratifications exchanged at London, October 24, 1889' (folios 328-330)
- 'Convention between Her Majesty and His Majesty the Shah of Persia for the Suppression of the Traffic in Slaves. Signed in the English and Persian Languages at Tehran, March 2, 1882. (Ratifications exchanged at Tehran, June 14, 1882.)' (folios 331-333).
