You will doubt; 1 cbs discuss the question further
in the lisht of the Governmerrt of India’s reply during
visit of Resident end Senior Naval Officer. It is im
probable that His Majesty's Government could agree to
regard Persian, draft as a suitaol© basis for negotiation.)
I shall be glad to receive by telegram your con
sidered views and recommendations on this question of
Arab shipping. It seems probable that if Persia were
given equal treaty rights with His Majesty’s Government
to conduct anti-slavery measures on the high seas, the
risk of unjustifiable interference with Arab shipping
would be greatly increased. Nevertheless it would oe
well to consider whether (a) if the 1682 Convention
remains in force or (b) if it is formally denounced oy
Persia, and satisfactory agreement m suostitution cannot
be found, Persia can be effectively checked, wnen she
has acquired her new warships, from interference wiun
Arab shipping. Please also consider possibility of
checking such Persian interference by a new convention
containing (a) formal recognition by Persia that Pro
tection extended by His Majesty to Arao States con
cerned covers ships of such States, ana {o ) treaty pro
vision for damages for wrongful detention of snips ily
ing the Arab flag, and arbitration if judgment is con
tested.
