Doming Street,
2nd August, 1928.
Dear Wills,
Will you please refer to Foreign Office letter
> T o.E. 2980/2100/34 of the 18th June, regarding the
negotiation of a new treaty to replace the Anglo-Persien
Slavery Convention of 1882.
We have been considering the position of the
Dominions in relation to the proposed new Convention. ^
It seems probable that e proposal that th e Convention l
should be signed for all parts of the Empire would give
rise to difficulties in certain cases. On the other
hand, we think that, if the new Convention were signed
only for Great Britain and Northern Ireland and for
Inida (on the analogy of the procedure for signature of
the Tariff Autonomy Treaty) and that, if it were limited
to "merchant ships of less than 500 tons registered
within the territories of the High Contracting Parties
to which the Convention applies", it is unlikely -*.c.t
comment would be aroused as to the exclusion oi hie
Dominions.
We should be glad to learn whether the
Board of Trade would see any objection to this subdivi
sion of the category of British ships.
If the Anglo-Italian Slavery Convention of
1889 is adopted as a basis for the proposed new
Convention a difficulty is presented in view of the
reference to "subjects" in Article 1, ana we should oe
glad to know how the Board think this oifficulty would
best
