To - Foreign, Simla.
Statements contained in my telegram No. 512 have not been
deviated from by me, but to meet suggestion of possibility of
British vessels being searched by Persian ships, I have extended
the idea of working a detective system to meet weakness of
Persian system and its dangers.
In paragraph 2(c) of my telegram 2J0.65-T of 7tn ultimo
I have stated that Persians searching their waters was mere
eyewash - please see also paragraph Uo. 3 .
In paragraph 3 of my telegram ilo. T-104, I have shown
that I have no faith in South Persia not taking to slavery again,
if unchecked. I repeat what I said in my telegram ¥o• 512, but
it is preferable to face handicapping of Persia, search her own
waters, and meet it by a good detective service followed by
diplomatic action than to allow our vessels to be searched by ■
Persian ships. For this we must have some- convention to bind
her and this explains my insistence on this point. Paragraph 1
°f my lTo.T-41 is perhaps misleading. I meant that there was no
special ships equipped for slavery and that only one or two
persons at a time were sold ( I have just received a report
four) - see in tnis connection my report iTo• 1095, dated
!0th June 1928.
As you are aware I am making continued investigations into
slavery and I see that more and not less importance must be
a ttached to question. At Koweit and Arab Coast there are many
thousands of slaves who have been brought from tne interior at
some time. It is obvious therefore that there must be a merket,
a nd I feel sure that it is our activity which prevents trade from
Persian Coasts being extended.
It is obvious that existence of a convention with Persia
would affect numbers available for this. Even Persian officials
w °dld take part if there is no convention.

This volume contains correspondence between British officials concerning agreements between the British and Persian governments related to the suppression of the slave trade in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Much of the correspondence is between officials at the Foreign Office, the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the British Legation in Tehran.

Specifically, the correspondence relates to discussions concerning the drafting of an article relating to slavery in a proposed Anglo-Persian Treaty and the revision of the Anglo-Persian Slavery Convention of 1882. Specific incidents regarding slavery in the region are also discussed intermittently throughout the volume.

In addition to this correspondence, the volume contains several extracts and drafts of agreements (most of which are in French) and the following documents:
