vessels flying British, fl&g, und therefore naturally contain
weak points*
( 2 ) I have no wish to surrender right of searching
Persian vessels on high seas, and this has only been
suggested as a pis &ller » i^unavoidable, as being preferable
to allowing our vessels to be searched by Persian ships. If
this can be maintained i would preserve our right of
searching vessels outside Persian waters.
(3) I have little doubt that by tightening working of our
Treaty rights with Maskat and with Arab Coast, end by an
improved system of detective preventive service, i can stop
most of the slave trade as it exists. Persia can also be made
to take such action as is possible, and by publicity bring
matter to her notice, and that of world*
(4) Once again i would say that i do not pretend this is
perfect, but it can be ma.de workable, iiavy would obviously
desire to maintain right of searching Persian ships on high
seas, and say quite correctly that its abolition would
impair their powers, but if price is Persia doing the same
with our vessels, price is too great, further, i do not know
when Navy last searched vessels on high seas, uould you find
out how many ships in Hed Sea have found slaves on high seas
in last 10 (gr. omitted ? years).
(5) By my suggested convention, even if it is scrap of
old one,
(i) Persia will be bound to suppress slaves, and (ii) if we
have to surrender the right to examine I'-r^i.. n ve-o-ls
high seas Persia will be bound to surrender hers.
( 6 ) The fact that this slave trade which is practically
confined to Baluchis from Mekran Coast can only be sma.ll
affair must not be overlooked, and it is not worth damage

to our political position, which concession Persia would
entail*
(7) If this resulted actual African slave trade in
