for British aviators for the Hejaz.)
It is desirable to reach early decision as to
method of arranging for signature of contracts and
of making necessary advance payments to personnel.
Unless you see serious objection you should suggest
following procedure to Kejazlgovernment and report
their reply by telegram.
Contracts in final agreed form to be signed
here by personnel, and then either (a) to be sent
by first available bag to you for signature by
/Acting Minister for Foreign Affairs or other properly

accredited Hedjasi representative, or (b) to be
signed by Sheikh Hafiz Wahba here, in which case
however it would be necessary to be assured that
Sheikh has full and formal authority to bind his
government by a telegram addressed to the Sheikh
himself from the Acting Minister for Foreign Affairs
confirmed by an official note addressed to you, the
receipt of which you would report by telegraph.
Payments to be made in advance include (a) first
month's pay, (b) outfit allowances, (c) passage
money and (d) first year's extraordinary allowances
for insurance premiums. They would amount to total
