7103. Your telegram of the lothAuguet. I have onrecord a
telegram dated 16th October 1917 sent by Reuben Shohet who is

on the task Black List to Shohets Manchester and acknowledged by
latter in which Shohets Manchester are instructed to bend all
sample^ telegrams and documents etc. in the name of Salman Shohet
1 and I have an invoice dated 23rd October 1917 for goods for account
of Reuben which were shipped to a.ddress of Salman but udder Reubens
! mark.
From this and from other documentary evidence in my possession
it would appear that the Manchester firm has knowingly traded or
abetted trading with a person on the Black List viz: Reuben.
In' view however of the considerations urged by Board of
Trade I agree to appointment of an unobjectionable agent to dispose
of goods at Basra snd in transit if this is still considered
desirable but consider that Shohets Manchester should not be allow
ed to send further consignment to any firms in the country.
