My Lords understand that it is at present proposed that
the flag of the Royal Indian Navy should be the White
Ehsign, but this would be restricted to commissioned
vessels,
^ My Lords desire to add that in time of .war
a change of flags by a vessel is always suspect; in
the present case this would perhaps be specially so
since the vessel would sometimes be declared to be a
Government vessel, and at another time a private ship.
These considerations would, however, probably not matter
in this case since the
Persian Gulf
The historical term used to describe the body of water between the Arabian Peninsula and Iran.
, in which the vessel
will be employed, is likely to be remote from any area
of hostilities, even if a war should break out while the
arrangement continues.
