the Board of Trade. I am to enquire whether Lord
Birkenhead concurs in this view, in which event, Mr.
Amery assumes that the scheme referred to above will
not be pursued.
3. Mr. Amery would also be glad to be informed
whether, in Lord Birkenhead* s opinion, there are any technical
objections to the adoption of the alternative proposal
made by the Acting High Commissioner for Iraq that the
S.S. “Nearchus 1 * should fly the Iraq flag when in Iraq
territorial waters and the flag of the Royal Indian Navy
when in foreign waters, which, as will be seen, Mr. Bourdillon
considers that the Iraq G-overnment are unlikely to oppose.
If, however, this suggestion is considered to
be unacceptable, Mr. Amery will be prepared to request the
Acting High Commissioner by telegraph to endeavour to obtain
the Iraq Government’s concurrence in the S.S. "Nearchus * 1
flying the Royal Indian Naval flag whenever employed on
lighting or buoyage duties whether within or without Iraq
territorial waters.
