adjusting the initial and recurring expenditure on the
'‘Lawrence”. The one accepted, the first, is in
point of money the most ; and in point of principle the
least,important. In-regard to the fourth, (division
oj. hie "political portion%f recurring cost) they
say, in effect, "fry it on the Colonial Office"; and
there is a certain plausibility in this suggestion.
But it is doubtful whether it has any practical
valu.e, lor (a) the Middle Fast Department of the
Colonial Office always says that it has no funds,
when it is asked to face an expenditure that it has
not defrayed before; (b) it would plead that in
regard to the Arabian side of the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. it is
the successor, in respect of His Majesty»s Government’s
liabilities, of the Foreign Office, and that therefore
it cannot be expected to incur in that connection
expenditure which the Foreign Office has hitherto
refused to bear.
The Foreign Office possibly feel that by this
letter they have "called the bluff", implied in the
penultimate paragraph of our letter of December 8th.
remaps they have; in which case, there is nothing
to do but to "climb down" and accept as a charge on
Indian revenues (i) five-eighths recurring cost of
the "Lawrence" until the light-dues-levy scheme begins
