insistence in 1912-14 was due tlie placing of tlie order

There is quite possibly a defence of this
apparent weakness in our case. The matter came up
casually in conversation with Sir P.Gox at Geneva last
summer; he then took the line, quite confidently
so far as memory serves, that a Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. yacht
was really essential before the War; but that since
the war improvement of communications , in the Gulf, by
increase of shipping and especially of the British India
mail service, has been so great that the Resident can
now rely pretty well on being able to make emergency
trips by other means than his own stand-by vessel, and
only needs her as a rule for a touring voyage which
can be arranged well ahead to fit in with lighthouse
tender duties. I think he added that the pre-war
diplomatic problems which in 1912-14 were continually
necessitating visits by the Resident to Koweit, Bahrein
and Muscat, not to mention Muhammerah and the Mekran
coast, were quiescent now; so that conditions which
did justify the ordering of a new and fast despatch
vessel in 1914 do not now obtain.
Sven so it is not easy to meet the argument that
as the new Lawrence was not in fact available till
.February 1920, and the Resident managed to get on
quite well without a despatch vessel during the
strenuous tine of the War (probably he was moving about
the Gulf in those years as freely as or more freely
than ever before; but there were then many more vessels,
