In my opinion political objections are strong and
we should avoid any action that may lead to questions
likely to become controversial.
One likely solution does occur to me. whatever vessel
tends the lights will presumably be acting on behalf of
Government oi India who under new scheme are responsible
for the administration and financial control of the
service. Is there any reason why Nearchus should not while
so engaged fly flag of Noyal Indian Navy (which presumably
inherits from R.I. Marine the duty of carrying out service
lights and buoying) to show that she is employed by
Government of India for that duty.
Unless there are technical objections with which I am
not familiar this would appear to solve the difficulty.

It is unlikely I think that objection will be raised
by Irak Government to ?f Nearchus 1 when engaged on lighting
and buoying duties outside Irak waters flying Royal Indian
Navy flag.
