1914,-‘that Sir E.Grey considers to his regret that
”the proposed purchase is too costly to be entertained
“at the pre se nt moment”.

unseaworthy condition of the old Lawrence, and in view
of the rise of shipbuilding prices it was decided to
place a contract for a new despatch vessel with Messrs.
Beardmore at once, for £69,500.
The Foreign Office were informed accordingly
on 5th November 1914 in a letter in which the hope
was expressed that “ though at the present moment the
“Secretary of State for Foreign Affairs is unable to
“contribute to the outlay involved, he will be willing
‘•’to approach The Lords Commissioners of the Treasury,
“when more favourable conditions recur, with a view
“to Imperial Revenues being charged with a moiety of
“the initial cost of the new vessel, and of the annual
"expenditure on its maintenance, in accordance with
“the general agreement covering Diplomatic and
“Consular expenditure in Persia”.
10* To this letter the Foreign Office made no reply;
and the matter remained in abeyance during the war.
11. The cost of the new vessel very much
exceeded the contract price accepted in 1914.Eventually
it amounted to £171,271 in this country (construction '
£166,8*36 : inspection £2,524; navigation to Bombay
£1,911} ( plus about £1000 in Bombay).
12. In a letter dated the 8th June 1921 the
question was re-opened with the Foreign Office.
