3. In connection with the expenditure in
India, the Government of India would observe that they
have under consideration a proposal to refit the
Political Resident’s Despatch vessel (R. I.M. S’’Lawrence” )
at an estimated cost of Rs. 45,000 to enable her to
perform the d^al duties of despatch vessel and light-house
tender in the
Persian Gulf

"Dearchus” for other duties. The annual cost of
maintenance of the ’’Lawrence” is Rs. 4,54,180 as
compared with Rs. 3,52,084 for the ’’ITearchus”. The
Government of India recognise, however, that it would not
be fair to expect Shipping Companies to bear the total
cost of maintenance of the ’’Lawrence” through the medium
of light dues, since she is to combine the role of a
despatch vessel with that of a light-house tender. They
propose, therefore, that a portion of the maintenance
charges of this vessel should be taken against the cost
of the lighting and buoying service. No data are
