2752., Our offer to take over whole charge of the light

acceptance of our general Middle East proposals 0
Foreign Office argument against the continuance of their
moiety applies a fortiori to India y whose direct interests
are incomparable with the Home InterestSo iience 9 if
His Majesty’s Government declines to pay moiety^ we must
decline also; and unless Irak, who is chiefly concerned,
can he induced to take over charge forthwith, summary
stoppage of the service seems the only course, and Ship
ping Companies should he so warned*, We are of opinion,
however, that, if sufficient time were given to make the
necessary arrangements 9 there should he little difficulty
in coining to an agreement with the Irak Government, under
which sufficient dues could he collected from shipping
using the Gulf,, either at Basra alone, or at Basra and
Karachi., to cover, if not the cost of the present service.
